In Frontstellung zu der in der Entsehungszeit der verhaltenswissenschaftlichen Entscheidungstheorie vorherrschenden Lehrmeinung der Neoklassik und ihrem Konzept des homo oeconomicus ist die verhaltenswissenschaftliche Organisationstheorie vor allem eine Entscheidungstheorie. Im Mittelpunkt ihrer Analyse(n) stehen demnach die Entscheidungsprozesse in Organisationen. Damit kann im Umkehrschluss auch festgestellt werden: Organisationen bestehen hauptsächlich aus Entscheidungen. Des weiteren wird davon ausgegangen, dass Entscheidungsprozesse die Resultate von menschlichem Handeln sind. Deshalb sind die zwei zentralen Fragestellungen in einer verhaltenswissenschaftlichen Entscheidungstheorie:
